Bike Shedding

Bike Shedding describes the time-wasting act of debating minor, trivial issues instead of addressing the actual problem.

The historian C. N. Parkinson described it with the example of a committee that had the purpose to plan a nuclear plan instead wasted their time on discussing the material of the bike sheds for the staff. He called it the Law Of Triviality and postulated that people within organizations tended to get lost in details
