Swarming is a model or organization in incident resolve, in which well defined, larger teams of people (engineers et al) are predetermined (usually in on-call cycles) to handled incident responses.

This model is an alternative to classical N-tier approaches, in which problems are escalated - or handed down - through multiple levels of increasing technical expertise.
